How does the referee progression pathway work?

The referee pathway provides opportunities for officials to develop their knowledge, experience and performance whilst progressing through the levels of refereeing.

Progression is based on meeting the relevant promotion criteria and demonstrating consistent performance throughout the season.

The referee pathway

After qualifying, referees enter the pathway at one of the following levels:

• Level Y1 – Referees aged 14–15.
• Level 7 – Referees aged 16 and over.

From there, referees can progress through the levels by meeting the promotion requirements for each step.

Each promotion provides opportunities to officiate at higher levels of football, alongside additional development and support.

Promotion opportunities

Promotion opportunities are available throughout the referee pathway.

Each step has its own eligibility criteria, which may include:

• Minimum match requirements.
• Observation reports.
• Laws of the Game assessments.
• Online learning or development activities.
• Performance throughout the season.

The promotion requirements are reviewed periodically, so referees should always refer to the latest guidance issued by Sussex FA and The FA.

What is expected of me?

Referees looking to progress should aim to:

• Officiate regularly throughout the season.
• Demonstrate consistent performances.
• Maintain high standards of conduct and professionalism.
• Complete any required learning or assessments.
• Be open to feedback and development opportunities.

Progression isn't simply about the number of matches completed—it's about consistently demonstrating the qualities expected at the next level.

How long does progression take?

There is no set timescale for progression.

Every referee develops at a different pace depending on their experience, availability, performance and commitment.

Some referees may progress quickly, while others choose to remain at their current level and enjoy refereeing without seeking promotion.

Both are equally valued, and Sussex FA is committed to supporting referees at every stage of their journey.
